EU Commission Proposes AI Act Omnibus Simplification, European Union, November 2025

The European Commission adopted the Omnibus I legislative proposal on November 19, 2025 as part of its Digital Package on Simplification. The proposal amends the AI Act (Regulation (EU) 2024/1689) to reduce compliance burdens on AI developers, deployers, and providers of general-purpose AI models. The European Parliament and the Council of the EU are now negotiating the Omnibus proposal. The package is at the proposal stage and has not yet entered into force.


The Omnibus proposal targets several provisions of Regulation (EU) 2024/1689. Specifically, the Commission proposes to: adjust the application timeline for high-risk AI rules to a maximum of 16 months from the entry into force of relevant harmonised standards; reinforce the AI Office's supervisory powers over AI systems built on general-purpose AI models; extend simplified technical documentation requirements already available to SMEs and small mid-cap companies to additional categories of operators; and broaden access to regulatory sandboxes that will be established from 2028. The proposal also adjusts procedural rules to clarify the AI Act's interplay with sectoral legislation.


For AI providers and deployers operating in the EU market, the Omnibus proposal — if adopted — would delay the effective date of high-risk obligations, reduce documentation requirements for smaller companies, and concentrate AI governance oversight within the AI Office rather than spreading enforcement across national authorities. Companies currently preparing compliance programs under Chapter III of the AI Act (high-risk systems) and Chapter V (general-purpose AI models) should account for the pending amendments, as the final negotiated text may materially alter obligations currently set out in Regulation (EU) 2024/1689.


Pending completion of the ordinary legislative procedure, the current text of the AI Act (Regulation (EU) 2024/1689) remains operative. High-risk rules under Chapter III apply from August 2, 2026 for most categories, and from August 2, 2027 for AI systems embedded in regulated products. GPAI model obligations under Chapter V became applicable on August 2, 2025. If the Omnibus proposal is adopted before August 2026, the revised timeline and simplification measures could alter these dates. Operators should monitor the co-legislative process for final text.
